Several times I encountered these SmartBikeDC racks during my weekend visit to DC including this one at the Downtown Holiday Market. I've come to learn it's a bicycle sharing program serving the Washington, DC area.
Unfortunately at this writing the days of SmartBikeDC is numbered. Capital Bikeshare, a larger operator of such systems, is set to take over the operations on January 2, 2011. Capital Bikeshare will be the largest bikesharing service in the United States with over 1,100 bicycles at 114 stations in the DC and Arlington County, Virginia area. For the city visitor, $5 memberships are available. It should be stressed the system is designed to promote short hop bicycle trips.
